One is refused outright, because it offers too few BKN for a token. Three only get anywhere when the document talks the agent round: two name a wallet the investor never cleared, once in the open and once after a forged ending, and one claims the mandate's limit was raised and then asks for far more in a single transfer than it allows. That last one is the only refusal here that is not ours, and the chain is what answers it. Most bad offers never get that far, because the agent declines them itself. That is the ordinary case. The interesting one is when it does not.
